How can the USA possibly balence their budget in August?

While having breakfast about 2 hours ago I heard on the radio that in August it will cost the USA about 220 billion to pay for services to run the country, and in August they will make from taxes 106 billion. So that leaves them minus 114 billion. The economist also said that they have to pay 36 billion in interest on some overdue loans meaning just in August they will have minus 150 billion just for one month. How can a country possibly run like that please tell me? THe richest country in the World has retards running it which puts us all in the crap because in the UK we will feel the ripples of this next crash.
