Irish Property question.?

I know that due to the stupidity of banks, and other government officials, us ordinary lay folk, now have to pick up the pieces. However, I have heard that such taxes as "property tax" will be introduced. I have no knowledge of this apparent tax, as any research I've done has come up blank. As a first time purchaser way back when, I presumed I was a first time purchaser, and would not have to be caught for such taxes. If this is the case...will the "first time purchaser" term be lost? Also, I've heard now they are talking about water charges!? In Ireland??? Have they seen the rain that falls here? And they want us to pay for it now??!! Any such taxes will literally cripple me, and I will have no option but to hand my home to the bank. Its tough enough trying to work, and run a home, but penalising us now for doing so? When are the government planning to do such measures? Has anyone else heard of these?
